What is the Capital Project Management Improvements Initiative?
The county’s Capital Improvement Program (CIP) is a six-year plan for major infrastructure needs. The CIP includes large-scale capital projects such as government buildings (libraries, police and fire stations, administration offices), parks and roads. The CIP also includes capital projects that impact the environment, such as stormwater management, landfill expansion and energy conservation efforts.
Prince William County is currently implementing a series of initiatives aimed at improving the delivery of capital projects. The various initiatives are intended to enhance project management practices and eliminate process bottlenecks that can slow down project delivery.
Main Goals of the Capital Project Management Improvements
The goals of the Capital Project Management Improvements initiative are to provide a robust network of project management resources that adequately support the county’s diverse capital infrastructure needs. The initiatives include software-based support for project budgeting, scheduling and document storage. The county’s internal capacity to deliver capital projects will also be improved through additional staffing in project management and procurement positions. Specific improvement initiatives include:
Centralized project management support
Enhanced project budget estimating capabilities
Improved project scheduling and monitoring
Updates to the Project Administrators Handbook
Increase internal project management and procurement capacity

Nine new positions are hired focused on capital project delivery within the Departments of Parks and Recreation, Facilities & Fleet Management, Transportation, and the Offices of Procurement and Management & Budget.

Updates and revisions are made to the Project Administrators Handbook, a guide for the management of all phases of capital building and roadway projects.
