What is the Language Access Plan
Prince William County is dedicated and committed to improving access to programs and services for individuals with limited English proficiency (LEP). The increasing linguistic diversity of Prince William County residents emphasizes the need for effective interpretation and translation services and the implementation of oversight and accountability measures to ensure consistent language access across county programs and services.
The Language Access Plan (LAP) is a comprehensive guide for developing procedural guidance to lessen barriers and guarantee equitable access to services, programs and activities for LEP individuals who reside, visit or conduct business in Prince William County.
Main Goals of the Language Access Plan
The Primary Goal of the Language Access Plan is not just a goal but a clear and focused objectiveto support each department, agency and office in developing and implementing processes that enable LEP individuals to access government services and programs. This includes:
Needs Assessments:Delineates how the organization will evaluate the language assistance requirements of the communities it serves.
Delivery of Language Services: This LAP includes a protocol for using interpreters to ensure that Prince William County's departments, agencies, and offices are operating consistently with the communication needs of a linguistically diverse community. There are five delivery of language services addresses: LEP rights, requests of bilingual family and friends as interpreters, modalities of interpretation services, and staff interpreters.
Identifying Primary Languages:Notices about language assistance services should be displayed where clients, consumers, customers or beneficiaries, and staff interact.
Training & Monitoring:Each department's Equity Impact Screening Assessment Liaison will collect, review, and present findings to the Office of Equity and Inclusion annually. Departments, offices, and agencies will evaluate changes in demographics, service types, language assistance equipment, contracts, or other requirements to update the LAP yearly. Furthermore, the effectiveness of these processes will be informed through the following monitoring tools:
