What is the Permitting Process Improvements Initiative?
Prince William County is implementing a series of improvements aimed at modernizing the permitting process, making it faster, more efficient and easier for residents, developers and contractors. The focus is on eliminating repetitive tasks, removing barriers and leveraging new technologies to enhance customer experience and service delivery.
New online systems will be launched, allowing customers to submit documents and get approvals faster. Tools will also be introduced to keep property owners informed about permit activities, ensuring transparency and ease of access. Additionally, the county is improving the building inspection process to make sure projects are completed efficiently and safely.

October 2023: The Commercial Development Committee (CDC) reviews policies and identifies two for further review.
January 2024: CDC finalizes goals, including Owner Notification of Permits and policy/procedure review finalization.
February 2024: Building Development launches the SolarApp+ pilot program to streamline residential solar permits.
Spring 2024: "Scan Me" QR code cards become available to provide customers quick access to permitting information.
May 2024: The Owner Notification of Permit Online Tool allows property owners to voluntarily receive permit activity updates.
June 2024: The Building Inspection Order Update improves the inspection process, moving Fire Marshal inspections earlier.
Summer 2024: Kickoff of “How To” Guides, a customer experience improvement to aid customers through the permitting life cycle for specific non-complex project types (decks, sheds, etc.).
Fall 2024: Quality control improvements reduce review times from 3-5 days to 1-2 days, minimizing administrative denials. In response to industry and customer feedback, county staff implemented multiple improvements, which have lessened administrative denials and have minimized QC Review Times to 1-2 days. Prior QC review was 3-5 business days. This is a significant time savings to the customer.

The relaunch program is specifically designed to fast-track permit issuance for the smaller commercial projects within existing buildings, as well as, for shell buildings that have already received final inspection approval. By transitioning the previous “same day” in-person model into a streamlined online digital process, the County aims to significantly reduce the time and costs associated with permit submissions.
“We recognize that for small businesses and commercial developers, time is literally money,” said Ricky O’Connor, Acting Director, Department of Development Services, Prince William County. “By reimplementing this process with information technology improvements, we are delivering a more flexible, efficient service, that is customer focused.” This program ensures that high-quality, smaller scale projects can move from the drawing board to construction in a fraction of the time, supporting the County’s growth and economic vitality.
The key features of the enhanced program are online collaboration, leveraging electronic plan review (e-Review), real-time communications between design professionals and county reviewers, optimization for tenant fit-outs and interior alterations in existing and approved shell buildings and reduced timelines. The consolidation of multiple review cycles into a single coordinated virtual online session will significantly minimize associated costs for small business owners by accelerating their transition to building occupancy.

Permitting Process Improvements Initiative has finished this stageOctober 14, 2024 – Customers will now receive an automated email the morning of their scheduled building construction inspection noting the inspection two-hour time frame. Customers will still have the ability to call the Inspections Office or check ePortal to find their scheduled inspections time.

In October 2024, Development Services will reconvene the internal team to identify phased approach for roll-out of most highly used application types.

Virtual Appointments - Fire Marshal's Office Walk-Thru Plan Review - Pilot
Permitting Process Improvements Initiative has finished this stageOctober 2024 – Virtual Counters is a feature that will allow customers to schedule virtual appointments with Development Services and Fire Marshal's Office Staff . The Pilot Phase of Virtual Appointments soft launched with Fire Marshal’s Office in the Fall of 2024, allowing customers to pilot a walk-thru plan review process virtually.

Permitting Process Improvements Initiative has finished this stageNovember 2024 – The Chamber of Commerce is currently working to identify permitting improvements. The Chamber of Commerce will be instrumental in identifying overarching areas and providing draft recommendations to staff and the CDC.

Virtual Appointments - Fire Marshal's Office Walk-Thru Plan Review - Pilot Completed
Permitting Process Improvements Initiative has finished this stageApril 2025 - The Fire Marshal's Office completed their pilot of Virtual Counters/Appointments that allow customers to schedule an appointment for Walk-Thru Plan Review .
The final phase of this project is to move to full implementation in early summer 2025.

Zoning Counter Ticketing Improvements - Phase 1
Permitting Process Improvements Initiative has finished this stageSpring 2025 - The Zoning Counters located in the Development Services Building offer in person services for all project types. Customers were experiencing long wait times due to the complexity of the transactions, with the "last ticket called" time varying depending on the amount of customers in the lobby. Staff worked to streamline processes, which resulted in a consistent last ticket called time of 2:00 PM, ensuring consistency and predictability for customers.
Phase 2 will consist of coordinating in person counter services across Development Services.

County Staff/Chamber of Commerce - Implementation Phase
Permitting Process Improvements Initiative has finished this stageSpring 2025 – PWC Staff separated the Chamber of Commerce permitting recommendations into categories, including:
- Site Plan Process
- Building-Site Permitting Process
- Building-Site Inspections
- Bond Release
Staff then identified items currently in progress as well as additional "low-hanging fruit" recommendations that could be easily implemented in 3-6 months. One example of a recommendation currently in progress is the Building Plan Review Process Process Action Team focused on reestablishing the Expedited Plan Review Process.
Staff is currently creating internal teams to address identified process improvements.
The implementation phase will last approximately 12-24 months based on staff capacity and timeframe to complete specific recommendations.

Site Plan Process - Initiation Phase
Permitting Process Improvements Initiative has finished this stageJanuary-April 2025 - As part of ongoing efforts with the Chamber of Commerce's permitting recommendations, Development Services is underway with potential improvements to the site plan process. In January 2025, all Site Plan Review Agencies participated in a customer journey mapping exercise for the current state of the Site Plan Process. In March 2025, staff met with neighboring jurisdictions to learn about their processes and best practices.

Building Plan Review Improvement Process Action Team - Initiation Phase
Permitting Process Improvements Initiative has finished this stageMay 14, 2025 - During the January 2025 Commercial Development Committee (CDC) Meeting, the Prince William County Building Official recommended the CDC set a goal of reviewing commercial building pan review processes to propose/evaluate potential process improvements.
The Building Plan Review Improvement Process Action Team consists of County Staff and Industry Members (Builders/Developers and Design Professionals). The team will host their kickoff meeting on May 14, 2025 and will focus on:
- Expedited Plan Review Process - when electronic plan submission was implemented, the Expedited Plan Review Process was suspended. The team will evaluate reestablishing the process.
- Third-Party Plan Review Process - review existing Third-Party Plan Review process
- Waiving of Commercial Building Plan Review - Evaluate the potential project criteria and designer qualifications to determiner whether a waiver (i.e. self-certification) of the commercial building plan review is appropriate.
The goal of the team is to meet in-person on May 14th, May 28th, June 11th and July 9th and then create sub-committees as needed.

Virtual Appointments - Project Management, Building Plan Intake Quality Control and Fire Marshal's Office
Permitting Process Improvements Initiative has finished this stageJune 2025 –Virtual Appointments begin for Development Services, Building Development Division and the Fire Marshal's Office.
Development Services Virtual Appointments - this feature will allow customers to schedule appointments related to Commercial Project Management Early Assistance and Plan Intake Quality Control.
Fire Marshal's Office - Commercial Project Walk-Thru Plan Review appointments will be fully implemented after a successful pilot in 2024.

Express Commercial Plan Review Program Launch
Permitting Process Improvements Initiative has finished this stageOctober 13, 2025 - A direct result of Development Services' collaboration with industry members and the Chamber of Commerce on the Building Plan Review Improvement Team, effective October 13, 2025, the Express Commercial Plan Review Program will accelerate the review of plans and issuance of permits for less complex building construction projects. Eligible projects will benefit from:
-Faster plan review times
-Faster permit issuance times
-Reduced costs, as there is no initial plan review fee associated with express reviews
Eligible projects include: like-for-like replacements; door hardware replacement; adding a door in a non-load bearing wall; minor non-structural demolition that does not affect egress, rated assemblies or plumbing fixtures; construction of non-rated demising walls in a finaled shell building; low voltage, etc. The policy was implemented on October 13, 2025.

Expedited Building Plan Review Process
Permitting Process Improvements Initiative has finished this stageFebruary 2026 - The Building Plan Review Improvement Process Action Team (Team) consists of County Staff and Industry Members (Builders/Developers and Design Professionals). The team had their kickoff meeting on May 14, 2025. During the June 11th Meeting, the Team finalized discussions on the Expedited Plan Review Process. The Expedited Plan Review Process was suspended upon implementation of electronic plan review during COVID. The goal of the Team is to re-evaluate the Program with the goal of re-establishing the Program.
A sub-committee was created to develop the Virtual Expedited Plan Review Process, which was presented to the Team in November 2025.
The Expedited Plan Review Process went live on February 16, 2026.

Permitting Process Improvements Initiative is currently at this stageAs part of ongoing efforts to implement the Chamber of Commerce's permitting recommendations, Development Services is underway on potential improvements to the site plan process. PWC Staff and Industry have convened a Process Action Team to partner on the potential improvements to the Site Plan Process, focusing on efficiencies and time savings for customers.
