What is the Permitting Process Improvements Initiative?
Prince William County is implementing a series of improvements aimed at modernizing the permitting process, making it faster, more efficient and easier for residents, developers and contractors. The focus is on eliminating repetitive tasks, removing barriers and leveraging new technologies to enhance customer experience and service delivery.
New online systems will be launched, allowing customers to submit documents and get approvals faster. Tools will also be introduced to keep property owners informed about permit activities, ensuring transparency and ease of access. Additionally, the county is improving the building inspection process to make sure projects are completed efficiently and safely.

Major Milestones Completed (2023-Present)
July 2023: Land Development launches eReview, allowing customers to submit land development documents through the ePortal.
September 2023: Residential Solar County Typical Plan is implemented, reducing cost and review time to 5-7 business days.
October 2023: The Commercial Development Committee (CDC) reviews policies and identifies two for further review.
January 2024: CDC finalizes goals, including Owner Notification of Permits and policy/procedure review finalization.
February 2024: Building Development launches the SolarApp+ pilot program to streamline residential solar permits.
Spring 2024: "Scan Me" QR code cards become available to provide customers quick access to permitting information.
May 2024: The Owner Notification of Permit Online Tool allows property owners to voluntarily receive permit activity updates.
June 2024: The Building Inspection Order Update improves the inspection process, moving Fire Marshal inspections earlier.
Summer 2024: Kickoffof“HowTo”Guides, a customer experience improvement to aid customers through the permittinglife cyclefor specific non-complex project types (decks, sheds, etc.).
Fall 2024: Quality control improvements reduce review times from 3-5 days to 1-2 days, minimizing administrative denials. In response to industry and customer feedback, county staff implemented multiple improvements, which have lessened administrative denials and have minimized QC Review Times to 1-2 days. Prior QC review was 3-5 business days. This is a significant time savings to the customer.

September 9, 2024 – Customers will now be able to view all uploadedbuilding developmentdocuments in real time, as well as receive notification that their uploaded documenthas been received.

October 14, 2024 – Customers willnowreceive an automated email the morning of their scheduled building construction inspection noting the inspection two-hour time frame.Customers will stillhave the ability tocall the Inspections Office or check ePortal to find their scheduledinspections time.
Decision Engine Project

October 2024 – Decision Engine is a tool within the ePortal permitting portal that will guide applicants to the correct application(s) for their project. In October 2024, Development Services will reconvene the internal team to identify phased approach for roll-out of most highly used application types.
Virtual Appointments - Fire Marshal's Office Walk-Thru Plan Review - Pilot

October 2024 – Virtual Counters is a feature that will allow customers to schedule virtual appointments with Development Services and Fire Marshal's Office Staff . The Pilot Phase of Virtual Appointmentssoft launched with Fire Marshal’s Office in the Fall of 2024, allowing customers to pilot a walk-thru plan review process virtually.
County Staff/Chamber of Commerce - Initiation Phase
Permitting Process Improvements Initiative has finished this stage
November 2024 – TheChamber of Commerceis currently workingto identify permitting improvements. The Chamber of Commerce will be instrumental in identifying overarching areas and providing draft recommendations to staff and the CDC.
Update: November 21, 2024: County Staff received draft recommendations from the Chamber of Commerce.

Winter 2025 - County Staff and the Chamber of Commerce Sub-Committee Members meet to review and ask clarifying questions on proposed permitting recommendations.
Virtual Appointments - Fire Marshal's Office Walk-Thru Plan Review - Pilot Completed

April 2025 - The Fire Marshal's Office completed their pilot of Virtual Counters/Appointments that allow customers to schedule an appointment for Walk-Thru Plan Review .
The final phase of this project is to move to full implementation in early summer 2025.
Zoning Counter Ticketing Improvements - Phase 1

Spring 2025 - The Zoning Counters located in the Development Services Building offer in person services for all project types. Customers were experiencing long wait times due to the complexity of the transactions, with the "last ticket called" time varying depending on the amount of customers in the lobby. Staff worked to streamline processes, which resulted in a consistent last ticket called time of 2:00 PM, ensuring consistency and predictability for customers.
Phase 2 will consist of coordinating in person counter services across Development Services.

Spring 2025 – PWC Staff separated the Chamber of Commerce permitting recommendations into categories, including:
Site Plan Process
Building-Site Permitting Process
Building-Site Inspections
Bond Release
Staff then identified items currently in progress as well as additional "low-hanging fruit" recommendations that could be easily implemented in 3-6 months. One example of a recommendation currently in progress is the Building Plan Review Process Process Action Team focused on reestablishing the Expedited Plan Review Process.
Staff is currently creating internal teams to addressidentified process improvements.
The implementation phase will last approximately 12-24 months based on staff capacity and timeframe to complete specific recommendations.
Site Plan Process - Initiation Phase

January-April 2025 - As part of ongoing efforts with the Chamber of Commerce's permitting recommendations, Development Services is underway with potential improvements to the site plan process. In January 2025, all Site Plan Review Agencies participated in a customer journey mapping exercise for the current state of the Site Plan Process. In March 2025, staff met with neighboring jurisdictions to learn about their processes and best practices.
Building Plan Review Improvement Process Action Team - Initiation Phase

May 14, 2025 - During the January 2025 Commercial Development Committee (CDC) Meeting, the Prince William County Building Official recommended the CDC set a goal of reviewing commercial building pan review processes to propose/evaluate potential process improvements.
The Building Plan Review Improvement Process Action Team consists of County Staff and Industry Members (Builders/Developers and Design Professionals). The team will host their kickoff meeting on May 14, 2025 and will focus on:
Expedited Plan Review Process - when electronic plan submission was implemented, the Expedited Plan Review Process was suspended. The team will evaluate reestablishing the process.
Third-Party Plan Review Process - review existing Third-Party Plan Review process
Waiving of Commercial Building Plan Review - Evaluate the potential project criteria and designer qualifications to determiner whether a waiver (i.e. self-certification) of the commercial building plan review is appropriate.
The goal of the team is to meet in-person on May 14th, May 28th, June 11th and July 9th and then create sub-committees as needed.
Virtual Appointments - Project Management, Building Plan Intake Quality Control and Fire Marshal's Office

June 2025 –Virtual Appointments begin for Development Services, Building Development Division and the Fire Marshal's Office.
Development Services Virtual Appointments - this feature will allow customers to schedule appointments related to Commercial Project Management Early Assistance and Plan Intake Quality Control.
Fire Marshal's Office - Commercial Project Walk-Thru Plan Review appointments will be fully implemented after a successful pilot in 2024.
Site Plan Process - Future State Mapping Phase
