Prince William County Strategic Plan

What is Strategic Planning?

Strategic Planning is a systematic process that helps an organization or a community define its future direction by setting priorities and creating a roadmap to achieve its long-term goals. The benefits of strategic planning include improved decision-making, better resource allocation, improved communication, and increased accountability.

Prince William County Supervisors adopted its first four-year strategic plan in 1992. The 1992-1995 Strategic Plan identified specific goals, outcomes, and strategies for those four years. That first plan and each subsequent plan builds upon each other to achieve the County’s long-term goals. The County codified strategic planning in Chapter 2 (Administration), Section 2.1 (Government services, planning, budgeting, and accountability) of the Prince William County Code in 1994.


Development of the 2025-2028 Strategic Plan

PWC does community-based strategic planning and heavily relies on input from the residents and stakeholders to develop its four-year plans. Development of the 2025-2028 Strategic Plan began in January 2024 and has been divided into five phases:

Phase 1:Planning & Launch –The County onboarded a strategic planning consultant,finalized the project plan, formed teams, and convened the Strategic Plan Community Advisory Committee (SPCAC). The SPCAC is an ad hoc committee comprised of 15 residents that has participated in the development process by providing direct input to identify strategic priorities, assisting with community outreach, and by serving as liaisons between the community and the BOCS.

Phase 2: Gaining Insights – The BOCS and County solicited input for the plan by hosting community town halls, conducting resident and stakeholder focus groups, administering surveys, and conducting individual interviews with each Board Supervisor and the County Executive to gain insight into future priorities for PWC. Results from input received during Phase 2 can be found here.

Phase 3: Strategic Plan Development – The consultant conducted work sessions with the BOCS and county leadership to select the County’s Strategic Plan goals, objectives, and strategies for the next four years.

Phase 4: Strategic Plan Adoption – The County will solicit feedback on the draft 2025-2028 Strategic Plan, make revisions based on the feedback as appropriate, and then ask the BOCS to ratify the Plan.

Phase 5: Strategic Plan Implementation – County leadership and staff will develop the Strategic Plan’s key performance indicators and work plans that support implementation and execution.


Success Criteria of the Strategic Planning Process

To create:

  • An inclusive process that inspires ownership of the 2025-2028 Strategic Plan
  • An aligned and measurable plan to guide the execution of PWC Government’s work
  • An aspirational plan where staff understands their contribution to its success
  • A Strategic Plan that PWC residents and community stakeholders support


Public Review and Feedback on the Draft 2025-2028 Strategic Plan

Community engagement is a vital component of PWC’s strategic planning process. The input provided during the Gaining Insights phase was key in identifying the strategic goals and objectives selected by the BOCS and county leadership as priorities for the next four years. The County is asking the community to review and provide feedback on the draft 2025-2028 Strategic Plan. Online feedback and comments were accepted on the draft 2025-2028 Strategic Plan from Monday, January 13 through Friday, January 24, 2025. Residents also can provide verbal feedback during public comment time at any upcoming Board of County Supervisors meeting. The Board of County Supervisors is scheduled to discuss and adopt the 2025-2028 Strategic Plan during its February 11, 2025 meeting.

    The Prince William Board of County Supervisors unanimously adopted the 2025–2028 Strategic Plan during its regular meeting held on Tuesday, Feb. 25, 2025. This comprehensive strategic plan provides a roadmap for countywide goals and priorities, reflecting community insights and establishing clear benchmarks for progress over the next four years.

    The adopted 2025–2028 Strategic Plan highlights eight key goal areas determined through community town halls, surveys, county staff focus groups, and individual interviews with the Board of Supervisors and executive leadership. The key strategic goals adopted include:

    Education: Advance high-quality learning opportunities that enrich residents and build and strengthen an educated and skilled workforce.

    Environment: Preserve the county’s natural beauty and resources so that open spaces are created and maintained, and residents can enjoy nature.

    Government: Innovate and sustain a collaborative organizational culture that is high-performing, data-driven, customer-centric and values employees.

    Mobility: Foster an inter-connected and accessible transportation network that advances the county’s mobility infrastructure, broadens transportation choices and enhances safety.

    Quality of Life: Enhance quality of life and increase resident retention by creating a resilient and healthy community where residents can afford to live, work, play and retire.

    Safe and Secure Community: Cultivate a safe and secure community that advances stakeholder engagement, collaboration and evidence-based results.

    Service Delivery: Provide transparent, exceptional and accessible county services to residents, businesses and partners.

    Smart Growth: Advance strategic and intentional community-oriented growth that strengthens and enhances the diversity and sustainability of the local economy and the county.

    Implementation of the strategic plan will occur under the guidance of the County Executive, who will establish dedicated workgroups for each strategic goal. Clear outcome measures and key performance indicators, or KPIs, with defined baselines and targets will be established to effectively monitor progress. Updates on the plan’s progress will be shared with the public and Board of County Supervisors through a Strategic Plan Dashboard, periodic updates and annual reports to ensure continuous accountability and transparency.
