What is the Yorkshire Small Area Plan?
The Yorkshire Small Area Plan is the county’s long-term vision for the Yorkshire community. The Yorkshire Small Area Plan project area is bisected by Route 28 (Centreville Road) and is generally bounded by Bull Run and Fairfax County in the north, the City of Manassas Park in the south and west, and Old Centreville Road to the East. During the 2022 Comprehensive Plan Update, Yorkshire was identified as an Activity Center within a Special Planning Area of Prince William County. The Yorkshire Small Area Plan will expand upon this designation and engage residents and stakeholders to formulate a comprehensive small area plan that will define the long-term development framework for Yorkshire. The Plan will assess design, intensity, mobility, schools and compatibility with timelines, aligning with the goals of the Comprehensive Plan. Additionally, the Yorkshire Small Area Plan will serve as a catalyst for transformative development, directing future growth with purpose while modernizing public facilities to anticipate and exceed the community’s long-term needs, all while celebrating the culture, arts and distinctive community attributes that make Yorkshire uniquely special.
Main Goals of the Yorkshire Small Area Plan
Propose transportation and multimodal solutions to the existing Route 28
Address infrastructure and transportation challenges
Recommend accessible community amenities for residents and visitors
Create walkable and bikeable communities
Highlight history within the community
Develop placemaking and site activation strategies to create a sense of place within Yorkshire
Create a framework for a public arts district
Propose equitable housing policies and metrics
Success Criteria for the Yorkshire Small Area Plan
Establish design guidelines for the future Route 28 corridor
Provide public transportation connections through the Route 28 corridor and to the Manassas Park and Manassas VRE stations
Develop design guidelines for a public arts district
Promotion and implementation of the Prince William County Affordable Dwelling Unit Ordinance
Track the number of committed affordable housing units in Yorkshire
Develop a housing affordability tracker
Identify funding sources for transportation, affordable housing and redevelopment improvements
