What is the Strategic Plan Mobility Goal?
The Strategic Plan Mobility Goal is to foster an inter-connected and accessible transportation network that advances the County’s mobility infrastructure, broadens transportation choices, and enhances safety.
Key Objectives of the Strategic Plan Mobility Goal
Strategies to Meet Objective 1
- Integrate technology and transit networks in designing and planning communities to ensure seamless connections between various transit modes.
- Design streets around transit hubs that equally accommodate pedestrians, cyclists, and public transit vehicles, with features like wide sidewalks, bike lanes and accessible crosswalks.
- Provide a secure biking infrastructure and implement traffic calming measures to prioritize pedestrians and cyclists and to reduce reliance on vehicles.
- Design built environments that prioritize the mobility of people over vehicles.

- Implement DCSM Section 600 (Transportation) Update
- Small Area Plans and Mobility - Continue to work on multimodal options through Small Area Planning
- Bike/Pedestrian Designs - Continue to include bike and pedestrian components in all project designs
- Bike/Pedestrian Focused Projects – Continue to implement bike/pedestrian only projects
Strategies to Meet Objective 2
- Explore and leverage private development to support the improvement and expansion of the transportation network to relieve transportation impacts.
- Enhance transportation infrastructure to provide regional connectivity to and from Prince William County and other critical areas of the DMV.
- Promote and incentivize environmentally sustainable transportation options to encourage people to use them more frequently.
Current Projects, Initiatives and/or Activities that Support Objective 2
- Public Transit Collaboration – Improve collaboration between Prince William County Transportation, OmniRide, VRE and other mobility partners
- Proffers Review – Review database of transportation proffers to identify how proffers can address future mobility needs
- Planning Coordination – Improve coordination between Transportation and the Planning Office to meet future mobility needs of the County
- Sustainability Coordination – Improve coordination between Transportation and the Office of Sustainability
Strategies to Meet Objective 3
- Promote mobility branding and communication to ensure residents can find their best transportation option.
- Promote the Commuter Connections Program in non-traditional locations.
- Promote the implementation and use of apps to provide real-time transportation, construction, and parking information.

- Mobility Annual Report – develop and distribute a Mobility Annual Report
- Prince William County Department of Transportation Annual Outreach – continue DOT's annual outreach efforts
- Transit Outreach Programs (OmniRide) – coordinate and conduct transit outreach
Strategies to Meet Objective 4
- Identify underserved and transit-poor areas through mapping and metrics to prioritize needs and allocate resources fairly.
- Expand the frequency and availability of public transportation options.
- Continue to promote the Transit Fare Buy Down Program and support reduced transit fares.
- Provide real-time transparency for bus and public transit options to expand use.
Current Projects, Initiatives and/or Activities that Support Objective 4
- OmniRide Transit Strategic Plan Update – complete update to the TSP which includes route changes, system updates, integration of technology, and other improvements
- VRE Step-Up Program Reinstatement – program allows VRE passengers to ride overlapping Amtrak routes for no additional charge
- Transit App (Royale version) – an update to OmniRide's Transit App to expand the features available to users
- Zero Fare Local Transit (OmniRide) / Ages 18 and under Free on VRE – continuation of zero fares for local OmniRide transit routes and free fares on VRE for 18 and under passengers
Strategies to Meet Objective 5
- Implement the Traffic Safety Action Plan through collaboration with all agencies and stakeholders that contribute to safe transportation.
- Implement traffic safety measures to increase automated enforcement of traffic laws.
- Use existing crowd-sourced data on barriers to pedestrian and bicyclist access to schools, parks, and libraries to identify priority improvement projects.

- Automated Traffic Enforcement Program for Construction Sites and School Zones
- Residential Traffic Calming – implement traffic calming measures in Residential Traffic Management Program
- Comprehensive Traffic Safety Action Plan – development of Comprehensive Traffic Safety Action Plan and apply for first Action Grants (Capital)
- Develop a working group to guide and implement the Comprehensive Traffic Safety Action Plan
- Bike/Ped Community and Stakeholder Engagement – develop working group(s) focusing on bicycle and pedestrian efforts
Success Criteria (Key Performance Indicators) for the Strategic Plan Mobility Goal
- Increase in average daily ridership on OmniRide
- Increase in average daily number of cars that use commuter garages and park & ride lots
- Increased number of transportation safety improvements completed
- Number of major transportation projects completed at the end of each fiscal year that include bicycle and pedestrian elements (informational metric)
- Reduced number of school zone camera infractions
- Increased percentage of residents who rate ‘very satisfied’ or ‘somewhat satisfied’ to the “transportation network supporting county growth and safety” (Biennial Community Survey)
- Increased percentage of residents who rate ‘very satisfied’ or ‘somewhat satisfied’ to the “transportation network supporting the needs of commuters” (Biennial Community Survey)
