What is the Comprehensive Traffic Safety Action Plan?
The Comprehensive Traffic Safety Action Plan (TSAP) is a planning document which identifies a community’s most significant roadway safety risks and proposes strategies to address them. The TSAP will outline two safety programs in Prince William County:
Vision Zero for cities and urbanized areas
Towards Zero for suburban and rural areas
The areas where Vision Zero is considered feasible in the county include:
Cities of Manassas and Manassas Park
Towns of Dumfries, Haymarket, Occoquan and Quantico
County-designated small area plans
Safe Streets and Roads for All
The Safe Streets and Roads for All (SS4A) program was established by the U.S. Department of Transportation through the Bipartisan Infrastructure Law in 2021. SS4A grants fund the planning and implementation of infrastructure projects, policies and programs which prevent roadway deaths and serious injuries.
In 2023, Prince William County received $992,000 in federal grant funding for the Comprehensive Traffic Safety Action Plan supplemented by:
$218,000 match from Prince William County
$30,000 match from the City of Manassas Park
In total, $1.24M in funds became available to support safer mobility in Prince William County.
Main Goals of the Comprehensive Traffic Safety Action Plan
Leadership Commitment & Goal Setting: Develop towards vision statement and identify target benchmarks (e.g., “0”)
Planning Structure: Involve project implementors and create planning committee
Safety Analysis: Assess historical crash data and identify high-injury network
Engagement & Collaboration: Develop public engagement plan and host events and feedback platforms
Equity: Identify impact to underserved populations and affirm inclusive study methodologies
Policy & Progress Changes: Assess existing plans and standards and introduce policy updates and improvements
Strategy & Project Selections: Prioritize highest-impact projects and correlate projects to countermeasures
Progress & Transparency: Measure achievement of plan goals and publish and promote finalized plan
Success Criteria for the Comprehensive Traffic Safety Action Plan
A comprehensive Traffic Safety Action Plan is established, providing a clear, data-driven roadmap for improving traffic safety in Prince William County over the coming years.
Strong interagency and stakeholder collaboration is achieved, fostering effective partnerships and coordinated efforts to enhance traffic safety.
Public engagement and education efforts result in measurable awareness and participation, with residents actively contributing to traffic safety initiatives.
Evidence-based countermeasures and safety strategies are identified and implemented, leading to a demonstrable reduction in traffic-related incidents.
A robust set of performance measures is in place, allowing the county to track progress, evaluate effectiveness and maintain transparency in traffic safety improvements.
