What is a Small Area Plan?
The Prince William County Comprehensive Plan includes the creation of small area plans to direct growth to key locations throughout the county. Small area plans provide greater emphasis on detailed planning, visioning, economic development, and design guidelines in order to develop plans that represent each small area plan with its own character, vision, and implementation strategy.
What is the Vint Hill Corridor Small Area Plan?
Like many semi-rural areas located near urban centers, the Vint Hill Corridor is feeling the pressure of development. Prince William County is looking to plan for the corridor’s future in such a way that both protects and sustains the area’s long-term industries (e.g. agriculture), supports the growth of new or evolving industries (e.g. agri-hood), and creates opportunities for strategic and balanced growth in housing, transportation and infrastructure to support the future corridor and mitigate issues of displacement and affordability that often come with new development.
Prince William County is launching a small area study for the Vint Hill Corridor that will build on the 2040 Comprehensive Plan.
Main Goals of the Vint Hill Corridor Small Area Plan

Success Criteria for the Vint Hill Corridor Small Area Plan
In response to high growth demands and concerns raised by the community, Supervisor Gordy introduced a directive to evaluate the Vint Hill Road area and initiate the Vint Hill Corridor Small Area Plan. The purpose of the Plan is to evaluate the many critical land development issues, including, but not limited to, housing, transportation, economic development, and identify levels of service to achieve social equity and environmental justice.
Respecting Community Character While Planning for the Future
The Plan aims to guide balanced growth by integrating appropriate agricultural, industrial, commercial, office, and residential uses while reinforcing the Vint Hill Corridor’s rural identity. As the area faces increasing development pressure, the Vint Hill Road Corridor Small Area Plan’s approach will focus on thoughtful transitional growth that complements the land, reflects community values, and maintains the open, community-oriented character that residents cherish.
Hearing Every Voice

This plan will support rural economic development by promoting small-scale, locally rooted enterprises such as agritourism, rural hospitality, historic resource-based ventures, activation, and placemaking. These efforts aim to strengthen the local economy in ways that align with the community’s values and natural surroundings. Land use strategies will encourage creativity, prioritize community identity, and create opportunities for economic growth that honor the area’s setting and way of life benefiting both residents, businesses, and visitors.
Promoting Environmental Justice for All
Everyone deserves clean air, safe water, and access to natural spaces, regardless of where they live or their background. This plan will aim to ensure that no part of the community is unfairly burdened by environmental risks or left out of decisions about land use and infrastructure. By identifying areas with environmental vulnerabilities and listening to historically underserved voices, the plan will work toward more equitable outcomes. Protecting the environment will go hand-in-hand with protecting people, especially those who’ve had the least influence in planning decisions in the past.
