What is a Small Area Plan?

The Prince William County Comprehensive Plan includes the creation of small area plans to direct growth to key locations throughout the county. Small area plans provide greater emphasis on detailed planning, visioning, economic development, and design guidelines in order to develop plans that represent each small area plan with its own character, vision, and implementation strategy.

What is the Vint Hill Corridor Small Area Plan?

Like many semi-rural areas located near urban centers, the Vint Hill Corridor is feeling the pressure of development. Prince William County is looking to plan for the corridor’s future in such a way that both protects and sustains the area’s long-term industries (e.g. agriculture), supports the growth of new or evolving industries (e.g. agri-hood), and creates opportunities for strategic and balanced growth in housing, transportation and infrastructure to support the future corridor and mitigate issues of displacement and affordability that often come with new development.

Prince William County is launching a small area study for the Vint Hill Corridor that will build on the 2040 Comprehensive Plan.

Main Goals of the Vint Hill Corridor Small Area Plan

  • Protect and sustain the area’s long-term industries (e.g. agriculture)
  • Support the growth of new or evolving industries (e.g. agri-hood)
  • Create opportunities for strategic and balanced growth in housing, transportation and infrastructure

Success Criteria for the Vint Hill Corridor Small Area Plan

In response to high growth demands and concerns raised by the community, Supervisor Gordy introduced a directive to evaluate the Vint Hill Road area and initiate the Vint Hill Corridor Small Area Plan. The purpose of the Plan is to evaluate the many critical land development issues, including, but not limited to, housing, transportation, economic development, and identify levels of service to achieve social equity and environmental justice.

Respecting Community Character While Planning for the Future

The Plan aims to guide balanced growth by integrating appropriate agricultural, industrial, commercial, office, and residential uses while reinforcing the Vint Hill Corridor’s rural identity. As the area faces increasing development pressure, the Vint Hill Road Corridor Small Area Plan’s approach will focus on thoughtful transitional growth that complements the land, reflects community values, and maintains the open, community-oriented character that residents cherish.

Hearing Every Voice

Local input is key. Through meetings, charrettes, and outreach, neighbors, landowners, and business owners will help shape the plan. It’s not just about maps and zoning; it’s about what kind of place we want the Vint Hill Corridor to be for the next generation.

Engaging the Next Generation

Young people are a vital part of Vint Hill’s future, and their voices matter in shaping it. This plan will create opportunities for youth to participate in meaningful ways; through school partnerships, hands-on activities, and creative outreach tailored to their interests. Whether it’s offering input on parks, trails, transportation, or what makes their community feel welcoming, youth engagement will help ensure the plan reflects the hopes and needs of the next generation who will live, work, and grow here.

Turning Ideas Into Action

This won’t just be another document on a shelf. The final plan will come with a timeline, and tools for investment and implementation. County leaders will use this roadmap to guide decisions well into the future.

Honoring History and Culture

This area is rich with stories, landmarks, and historic places. The plan will make sure these treasures are identified, respected, and woven into the future vision of the Vint Hill Corridor.

Planning Smart Infrastructure, Not Just More Development

Instead of letting growth happen haphazardly, the plan will lay out where roads, utilities, and community services should go or expand; making sure growth pays its way and doesn’t burden existing residents. Whether you're driving to work, taking the kids to school, or enjoying a country ride, the plan also will outline improvements to roads, intersections, and paths.

Supporting Rural Economic Development and Local Character

The Vint Hill Corridor’s rural identity is shaped by its landscapes, traditions, and the small businesses that serve the community. This plan will support rural economic development by promoting small-scale, locally rooted enterprises such as agritourism, rural hospitality, historic resource-based ventures, activation, and placemaking. These efforts aim to strengthen the local economy in ways that align with the community’s values and natural surroundings. Land use strategies will encourage creativity, prioritize community identity, and create opportunities for economic growth that honor the area’s setting and way of life benefiting both residents, businesses, and visitors.

Promoting Environmental Justice for All

Everyone deserves clean air, safe water, and access to natural spaces, regardless of where they live or their background. This plan will aim to ensure that no part of the community is unfairly burdened by environmental risks or left out of decisions about land use and infrastructure. By identifying areas with environmental vulnerabilities and listening to historically underserved voices, the plan will work toward more equitable outcomes. Protecting the environment will go hand-in-hand with protecting people, especially those who’ve had the least influence in planning decisions in the past.

The Prince William County Planning Office is developing a Small Area Plan, or SAP, for the Vint Hill Road Corridor, a strategic initiative designed to balance growth, protect rural character and strengthen economic opportunity in one of the county’s most distinctive areas.

In response to high growth demands and the need for further land use planning along the Vint Hill corridor area, Brentsville District Supervisor Tom Gordy issued a directive in 2024 to conduct a small area plan for the Vint Hill Road area. The plan, shaped through community input, will outline a balanced approach to managing future development in a way that celebrates the corridor’s identity and sense of place.

The new SAP will help guide how the area evolves, preserving its agricultural roots while creating opportunities for new economic activity, housing and infrastructure improvements that reflect community values.

Small area plans provide detailed planning and visioning at a local level. Each plan outlines economic development goals, design guidelines and strategies for land use, environmental resources, and infrastructure that reflect a community’s character and long-term priorities. The Vint Hill Corridor SAP will build on the county’s 2040 Comprehensive Plan and supports the goals outlined in the county’s Strategic Plan, particularly the objectives focused on sustainable growth, mobility and a high quality of life for residents.

The Planning Office will lead the development of the Vint Hill Corridor Small Area Plan in partnership with residents, business owners and community stakeholders. The plan will evaluate key issues such as housing, transportation and economic development while ensuring that growth remains equitable, sustainable and aligned with community priorities.

“What is great about a small area plan is that it is tailored to the context, needs and opportunities of a specific place or community,” said Tanya Washington, Director of the Planning Office. “The Vint Hill Corridor Small Area Plan gives the county and the community the opportunity to lay out a vision and strategies to guide future development, community facilities and amenities to meet the needs of residents and businesses in the Vint Hill Road corridor area.”

Public participation will be central to the planning process. Residents, business owners and community members are invited to attend a community kickoff meeting on Monday, Nov. 17, 2025, from 6-8 p.m. at Patriot High School, 10504 Kettle Run Road, Nokesville, VA. During the meeting, attendees will take part in collaborative roundtable discussions focused on shaping the Vint Hill Road corridor vision for the future, addressing transportation needs and highlighting the area’s unique character.

Participants can register in advance for the kickoff meeting through the project webpage at PWC Works – Vint Hill Corridor Small Area Plan. The PWC Works project page will also serve as the primary resource for information, updates and engagement opportunities throughout the planning process. Residents can sign up for email updates on the page to receive notices about future meetings, milestones and draft plan releases.

The plan will emphasize honoring the Vint Hill Road corridor’s rural landscape and promoting locally rooted businesses such as agritourism, rural hospitality and historic or cultural ventures while balancing future development. Land-use strategies will aim to strengthen the local economy in ways that honor the community’s values and natural surroundings, benefiting residents, businesses and visitors alike.
